Medical Tourism in India and State in Kerala
Medical tourism is booming in India, with Scottish patients flocking towards Indian hospitals. The two most prominent reasons why they find India the most suitable destination for various treatments include relatively low cost and extremely low waiting time. Highly effective treatment offered in Indian hospitals and an opportunity to enjoy an exotic vacation at popular tourist destinations of India like Delhi, Kerala, Goa, Mumbai, and Bangalore to name a few are the other significant reasons behind this.
According to NHS (National Health Service), some travel groups in Scotland have started to prepare health tour packages for the patients willing to travel to India for treatment. Globe Health Tours, which has been providing amusement for stag weekends, has already dispatched 30 patients to Indian hospitals, where they will have to pay only a fraction of price charged by the UK clinics.
NHS’ waiting list for a few procedures is still above 6-months and private clinics in the country (Scotland) charge patients nearly 10,000 pounds for treatments such as knee or hip replacements. However, those ready to go to India can have the same operations done for below 3500 pounds.
Kerala targets 1-lakh medical tourists
Estimates have shown that by 2010, Kerala could witness a growth of one-lakh medical tourists. The Government is aiming to make the state a global hub for medical tourism. According to Mr. Kodiyeri Balakrishnan - State Tourism Minister - if all goes according to plan, Kerala could become one of the top five international medical travel destinations. The Minister has stated that there has been a boost in the number of medical tourist arrivals (25 to 30 per cent). According to Balakrishnan, medical tourism is the most rapidly growing sector worldwide and the state government has put in extra efforts to promote this growing sector. The Kerala government is drawing plans to come up with a medical tourism policy for the next five years.
Being a major player in the medical tourism sector in the country, Kerala is to be the first state to announce the policy. "We are planning to announce the policy during the inaugural session of Kerala Health Tourism 2007," said Balakrishnan.

VISA INFORMATION
Conditions: A medical category visa may be issued with the following conditions:
1. The Indian Mission / posts abroad may scrutinize the medical documents very carefully and satisfied themselves about the bonafide purpose for which a medical treatment visa is being requested.
2. Mission may satisfy that the applicant has sought preliminary medical advice from his country of origin / country of residence and he has been advised to go for specialized medical treatment.
3. In case the foreign national desires to go for treatment under Indian System of Medicines, his case may also be considered.
4. This type of visa should be granted for seeking medical attendance only in reputed/ recognized specialized hospitals/ treatment centers in the country.
Although not exhaustive, following illustrative list of ailments would be of primary consideration; serious ailments like neuro-surgery, ophthalmic disorders, and heart related problems, renal disorders, organ transplantation, congenital disorders, gene- therapy, radio-therapy, plastic surgery, joint replacement, etc. The basic idea would be that the mission might satisfy about the need of foreign national to come to India for medical treatment/health enhancement.
Validity of visa and extension of visa:
The initial period for such a visa may be upto a period of one year or the period of treatment, whichever is less, which can be extended for a further period of upto one year by the State Governments /FRROs on production of medical certificate/ advice from the reputed/ recognized/ specialized hospitals in the country. Any further extension will be granted by the Ministry of Home Affairs only on the recommendations of the State Government /FRROs supported by appropriate medical documents. Such visas will be valid for maximum three entries during one year. State Government/ FRROs may permit one additional entry in emergent situations, if required.
Visa to attendant/ family members:
Attendant/family members of the patients coming to India for medical treatment shall be granted miscellaneous visa co-terminus with the ‘M Visa’ of the patient. Such visas may be granted to the spouse/children or those who have blood relations with the patients. However, not more than two attendants may be allowed at a time for grant of miscellaneous visas. Such a visa will be called ‘MX visa’. Such foreigners are also required to get themselves registered with the local FRROs/FROs well within 14 days from their date of arrival.
Registration:
Foreigners coming on ‘M visa’ with be required to get themselves registered mandatorily well within the period of 14 days from the date of arrival with the concerned FRROs/FROs.
Registration for Pakistani and Bangladeshi Nationals:
It may be clarified that ‘Medical Visa’ will be available to all the foreign nationals including China, Pakistan, Bangledesh and Sri Lanka. However, registration formalities for Pakistani and Bangladeshi nationals will be as per the provisions contained in the para 106 in respect of Bangladeshi nationals and para 118 of the Visa Manual in respect of Pakistani nationals. Similarly, entry and departure of these foreign nationals will also be governed as per the existing policy in respect of these nationals
